Who says there is a flaw? The entire great compromise that created the house (population) and senate (state) is designed to ensure large population centers don't drive all laws, representation, presidential voting, etc. It also ensures a small state like Vermont doesn't have over representation and drive policy, law, etc for larger more popular states.
It is a balance and if after general election something comes out has additional protection. Also big states dominate smaller states and electroial college helps protect them. imagine if only needed few biggest populated states
Firat option makes sense
Designed so the south shall rise again.
Only flaw is its needed in states too. Two cities shouldn't determine what a whole state does.
